Washtenaw County Broadband

Recently Washtenaw County announced plans to bring broadband access to all residents of the county. This is made possible by use of funds from the American Rescue Act Plan Act (ARPA).  Municipalities and counties around the country have been allocated recovery funds based upon their populations. The Washtenaw County Board of Commissioners approved the use of $14.6M of these funds for broadband expansion in the County. These funds will be awarded to private providers to build and own infrastructure in unserved areas of the county.

Some Lyndon Township residents have asked the question of whether any of these funds will go to Lyndon Township. While Lyndon Township will not receive any funding from this Washtenaw County ARPA disbursement, the Township is pursuing the use of ARPA funds to complete the planned construction of an additional fiber route connecting the Township to the broader internet.   This will increase both resiliency and future capacity of our network.  The use of ARPA funds should also allow remaining unused bond funds to be used to retire our bond earlier.  Possibly up to $300,000 will be available to pay down the bond.

While other rural Washtenaw County townships will be gaining access to broadband, we need to remember they will be paying for their service from for profit private providers.   Due to the public ownership of Lyndon Township’s network, Lyndon Township residents pay lower prices than those offered by these private providers.   As an example, Lyndon Township’s most popular level of service, “Ultra” at 250 Mbps download and upload, costs $44.95/month. This compares favorably to similar service offerings from providers pursuing Washtenaw County funds – MEC charges $79.95/month (for customers on MEC owned fiber), Comcast charges $86/month, and Charter charges $94.99/month. Even when including the millage used to fund Lyndon Township’s infrastructure, most township residents are paying less than they would if our fiber were privately owned. When the bond is retired, the savings will be even greater and will continue for decades to come, as buried fiber optic cables have an estimated usable life of at least 50 years.

Finally, the timeline for neighboring townships to receive service is uncertain. It is estimated that some Washtenaw County households will not receive service until the end of 2025, while service has been available to all of Lyndon Township since the end of 2020.

Broadband Oversight Committee Update

With the completion of the construction and installation phases of the broadband project, the Township has established a Broadband Oversight Committee.  This committee is made up of Lyndon residents and will serve in an advisory capacity to the township board.  The group is charged with monitoring the ongoing physical performance of our network as well as working closely with the Township’s Internet Service Provider, Midwest Energy and Communications (MEC), to ensure customer satisfaction with the services they are receiving. Residents are instructed to contact MEC first to resolve any service issues they may be experiencing, but the Oversight Committee (email: Oversight@lyndonbroadband.org) is in place to resolve any issues that residents may have with MEC.

Recently you may have noticed MEC working on broadband installations to homes located just outside our township boundaries.  During the negotiation of our five-year contract with MEC, MEC agreed to cover the cost of building the fiber link to connect our Lyndon network to the Internet backbone.   In exchange, our agreement allows MEC to serve subscribers outside of Lyndon utilizing our network. This was planned for in the design of the network and its capacity. MEC subscribers outside of Lyndon Township have no affiliation with our network service or negotiated rates. In addition, the connections will not degrade the quality or speed of our service.

We are in contact with MEC about their plans and will keep you advised of these activities.

Lyndon Township Completes Broadband Project

In 2016, Lyndon township residents began a community conversation on how to address the lack of access to reliable high-speed internet.   Weighing options and gathering community input at a series of town halls and meetings, these conversations resulted in a ballot measure in August of 2017 to build a fiber optic network reaching all households in the township. The Lyndon Township Implementation Committee has announced that the project is now complete.

Today, residents of Lyndon Township have high-speed internet service that is vital to the education, health, safety and quality of life for Lyndon residents.  This service makes it possible to close the “homework gap”, promote professional development, enable lifelong learning, ensure access to information, telemedicine and entertainment services and provide connections to family and friends.

Here are a few of the project highlights:

  • Over 900 households are now connected with reliable high-speed internet service, representing over 85% of Lyndon Township residents
  • Services include not only fiber broadband, but also telephone service and managed WiFi.
  • Service levels are $35/month for 50Mbps service, $45/month for 250Mb service, and $70/month for 1Gbps service. All levels of service are symmetric (uploads speeds match download speeds) and adhere to principals of privacy and net neutrality.
  • Over 68 miles of mainline fiber optic cable was buried along public and private roads, along with 79 miles of cable buried for drops (from the road to the house) for a total of 147 miles of cable.
  • Cable was installed in the rolling hills, stream and lake-filled landscape of the township. Utmost care was taken to protect our surroundings including endangered species in the township.

The project was challenging and complex and was made possible by a concerned and coordinated effort including volunteers, expertise of residents, engagement of township officials and community support. The Lyndon Township Broadband Implementation Committee was formed following a call for volunteers and was comprised of five core committee members and ten more subcommittee members. The core committee was led by Lyndon Township Supervisor Marc Keezer, with committee members Dawn Brennan, Ben Fineman, Andrea Kline, Kevin McLaughlin and Gary Munce.  The committee met at least weekly for the duration of the project and was pleased to hold their final meeting on Wednesday, December 16.

While Lyndon Township has achieved ubiquitous high-speed internet access, surrounding townships in Washtenaw, Jackson, and Livonia Counties all have significant numbers of residents who still lack access. Washtenaw County alone has over 20,000 residents who lack access to high-speed internet. The County has convened a Broadband Taskforce to address this issue by working to build public-private partnerships with the goal of attracting grant funding to build broadband infrastructure in underserved areas. The Lyndon Township project has provided an important foundation on which the County is building successfully to bring high-speed internet access to all County residents.

Andrea was member of the Implementation Committee and passed away before the project was completed.  Her expertise in permitting, her understanding and passion for environmental issues, and her well-organized problem-solving skills were key to the success and quality of the project.
